Entropy Law, Economic processes and the Current existential crisis due to Extreme events in nature and human system

    Economic and Environmental human rights have come sharply into focus in the 21st century, as inequity and ecological degradation continue to surge in liberal democracies committed to political freedoms, including freedom of expression and assembly. The twin problems of Covid-19 pandemic and climate change have seriously threatened the life, livelihood and sustainability of the human development process all over the world in recent times. Application of the lens of entropy helps us to address the challenges — and explore the remedies — to abetting the progress of economic and environmental human rights. These problems when situated in the entropy perspective of  economic processes  point to the ecological links of these phenomena and to the critical issues of challenge posed by biodiversity loss and heating of the earth causing extreme  health related or related climate related events. This talk gives an overview of  these interrelated interdisciplinary issues concerning such events and shows how the rise of entropy as induced by the processes of economic growth lead to scarcities  of resources and income which threaten to raise in turn the social disorder or social entropy as well. The policy issues that emerge from such analyses are required to address economic,  social and  environmental aspects of sustainability of development from such a holistic scientific perspective. The paper concludes by pointing out how the  short and long run policy issues would   warrant revisiting some of the human rights issues in the background of such an entropy perspective.

    National Institute of Public Finance and Policy, New Delhi, India in collaboration with International Institute of Public Finance (IIPF), Munich invites you to submit papers in Public Finance for the forthcoming International conference on “Papers in Public Finance” on June 29th and 30th, 2021 (online). The conference aims to focus on conceptual and empirical research and methodological advancements in public economics, with a special focus this year on fiscal policy in the time of covid-19 pandemic in Asia. However, the conference is not confined to this topic. Papers are invited from academia and policy practitioners on issues broadly in the area of public economics. Fifteen to twenty papers will be selected for the two-day conference, arranged in five technical sessions. In addition to these papers, selected papers from young scholars will also be included as two poster sessions in the event. The event is online. The deadline for submitting papers is April 15th, 2021. The authors of the accepted papers will be intimated by May 15th 2021. Papers can be submitted in soft copy to publicfinanceconf2021@nipfp.org.in, as email attachments, and with three JEL codes as email subject.
    There is no submission fee for the papers.

Webinar on FC-XV Recommendations: Post Covid Fiscal Architecture and FRBM jointly by NIPFP and the World Bank

    The Covid-19 pandemic has been the biggest shock to the global economy post WW-II. The FC-XV acknowledged that there will be an increase in the spending needs of both levels of governments in Covid times but maintained that there is a need for a clear medium term fiscal consolidation path for long term fiscal sustainability. The FC-XV has provided additional space for borrowings to the state and also encouraged greater transparency regarding off-budget borrowings at the state level. They provided an ‘indicative’ fiscal consolidation path given the prevailing uncertainties and recognised the need for restructuring the FRBM framework by a high powered Inter-governmental group. The Webinar will discuss implications of Post-Covid fiscal architecture in light of the FC-XV’s recommendations.

    Since transfers to States based on recommendation of the Finance Commission constitute more than 60% of the total transfers to States, there is a need to understand the implications of the recommendations of the FC-XV on individual States in terms of progressivity, fiscal stability and fiscal space. Given the fiscal challenges imposed by the Covid-19 pandemic, FC-XV recommendations assume greater significance. This webinar will discuss the implications of the recommendations of the FC-XV on the fiscal space of both the Union government and the State governments. It will also examine the issue of horizontal equalisation addressed by the Finance Commission and will review the public finance management and fiscal transparency issues at the State and Union level recommended by the FC-XV.
