Dr Tapas Sen

Research Interests: His research activities have spanned various topics in public finance, as evidenced by about twenty five research reports and several published papers he has authored (or co-authored). Besides working on topics at the national as well as sub-national levels within India, his international experience includes work on Canada, Ethiopia and Sri Lanka. His primary interest at present is fiscal federalism and state level government finances.

He has worked for and with various government committees in India, both at the national and sub-national level, on policy issues covering a wide area within public economics. He has also prepared several reports for other agencies including international organisations like UN-ESCAP, UNDP, the World Bank, Conference Board of Canada and the Asian Development Bank, on behalf of the Institute as well as an individual Consultant. He is presently in charge of the State Finance Unit at the Institute. He has been responsible for developing a computerised database on government finances in India at the Institute. His current work includes those on Fiscal Devolution in Sri Lanka, Intergovernmental Transfers in India, Reform Programme for Rajasthan, State Surcharge Scheme for Petroleum Products and Reform of Sales Tax in Orissa.
